The scary but true answers is no, not to the naked eye. Generally speaking, tiny asbestos fibers would not cause a cough, sneeze, or watery eyes upon exposure. You cannot see, smell, or taste asbestos. If your skin became contaminated with asbestos, it would not burn or itch.
If you have seen someone cut asbestos-containing pipe insulation with a saw, you have seen billions of these tiny fibers grouped together in a dust cloud in the surrounding air. As the cloud dissipated, however, the fibers did not disappear. They may have landed on clothes, in hair or on skin. They remained health hazards.
